Donna Kahm, SPHR - President and CEO
Donna Kahm has served as President and Chief Executive Officer at STHCS since January 2007. She is responsible for all aspects of administering and directing the rural health care network encompassing Allegany, Cattaraugus and Chautauqua counties in southwestern New York. This includes grant writing, board relations, strategic planning, program development and budget management. Donna joined STHCS in June 2001 as Director of Planning and Development and was advanced by the board Chief Operating Officer later that year. As President and CEO, Donna fosters collaboration among the organization’s members and community agencies to enhance the health and wellness of residents living in the rural catchment. She works with a wide variety of community agencies to develop and administer programs that promote access to health care and continuing medical education. She directs numerous initiatives that identify and overcome barriers to quality of care and quality of life. Donna studied business administration at the State University of New York at Morrisville and received a bachelor’s degree in business administration/human resources from Empire State College. In 2009, she attended The Academy for Health Care Leadership Advancement at Cornell University, she was named a Health Leadership Fellow from the Health Foundation for Western and Central New York’s Health Leadership Fellows program with the 2014-16 class, and she is a member of the Healthcare Association of New York State (HANYS) and is certified as a Senior Professional in Human Resources. In 2020, Ms. Kahm received the The Senator Patricia M. McGee Rural Health Award for her dedication to serving rural populations and better the health and wellness of the residents. [email protected].

Sydney Beeman – Program Coordinator
Sydney joined STHCS as a program coordinator in 2021. Her duties include coordinating our Safe Kids Southern Tier New York coalition, teaching Home Alone Safety and Babysitter Trainings, promoting safe sleep practices for infants, and facilitating injury prevention initiatives. Sydney holds a Bachelor of Science degree in Sports Studies from St. Bonaventure University. [email protected].

Alicia Broadbent – Director of Planning and Development
Alicia joined STHCS in 2014 and she became Director of Planning and Development in 2019. Her duties include assisting with administration and coordination of network implementation, evaluation, and growth, providing consultation and support to the CEO relating to all aspects of day to day operations, assisting EMS providers so they receive the training to maintain their certifications, planning the annual STEMS Spring Training Conference and drafting reports to local, regional and state EMS agencies. Alicia earned a Master of Business Administration and a Bachelor of Science in Psychology with minors in biology, business administration and Spanish at St. Bonaventure University. [email protected].

KC Cone – Program Assistant
KC joined STHCS as a program assistant in 2024. Her duties include assisting with the coordination of the Southern Tier Overdose Prevention Program (STOPP) and supporting STHCS various other programs. Toni Cottone – Program Assistant
Toni joined STHCS as a program assistant in 2018. Her other duties include helping individuals and families apply for health insurance through the New York State Health Benefit Exchange. Toni retired from the New York State Unified Court System in 2017 where she served as a Confidential Judicial Secretary for 12 years. [email protected].

Jolene Longley – Program Assistant
Jolene joined STHCS as a program assistant in 2024. Her duties include assisting with the coordination of the Safe Kids Program and supporting STHCS various other programs. Jolene holds a Bachelor's degree in History and Political Science from Daemen University. [email protected]

Colleen Ross – Bookkeeper
Colleen joined STHCS as bookkeeper in 2018. Her responsibilities include the day-to-day fiscal requirements of the agency as well as preparing budgets, reporting fiscal requirements for grants, and preparing pertinent information for auditors. Colleen also prepares the organization’s financial statements and the required tax documents for charitable organizations and nonprofits. She has studied business management and accounting at the University of Pittsburgh at Bradford and is currently working toward a Bachelor Degree. [email protected].

Jordan will work with the project leads, collaborating with various agencies to optimize the impact of our grant funding.
