NYSDOH Bureau of EMS and Trauma Systems has rolled out the mandatory education for every provider in NYS on the 2019 NYS BLS Adult and Pediatric Protocols. The education is through BEMS' new online learning management system "Vital Signs Academy".

All providers must complete the required education regardless of level of care (CFR, EMT-B, AEMT, AEMT-CC and AEMT-P).

The steps below are a summary of how each provider should complete the education for the protocol rollout, by December 31, 2019:
  1. Log on to Vital Signs Academy
  2. Complete the learning module entitled "2019 NYS BLS Adult and Pediatric Protocol Update"
  3. Submit certificate to STEMS via online submission here
    1. Submission through this link is required
  4. Provide a copy to your EMS captain at each agency you belong to

For instructions on how to create your Vital Signs Academy account, click here.

If you have issues accessing the course once your account is created, click here.

For instructions on how to submit your certificate to STEMS, click here.

Be sure the learning module you take is the "2019 NYS BLS Adult and Pediatric Protocol Update" module that shows the NYS Vital Signs EMS Conference logo. The certificate you receive this will have the signature from John MacMillin in the bottom right corner. No other certificate will be accepted to complete this requirement.

2019 01 (Revision 3) Updated and Implemented NYS Schematron

9/19/2019

Comments

In an effort to fix critical issues in the New York State Schematron, we have updated the Schematron with 2019 01 (Revision 3) and implemented it on the NYS Elite Site effective immediately.  The Schematron is currently in effect on the NYS Site and contains the following revisions:

  • eSituation.01 Date/Time of Symptom Onset/Last Normal ~ rule 694 replaced with rule 963 to allow for Not Recorded to be an acceptable value
  • eVitals.13 Pulse Rhythm removed completely
  • eVitals.11 Method of Heart Rate Measurement ~ rule changed to warning for six months

The Schematron is attached for the software vendors to implement and this has been implemented on all NYS sites.  A separate email will be sent to the Regional Elite Sites for rule updates to be completed.  If you have any questions, please email them to EMSData@health.ny.gov or if you are encountering issues with particular software programs, please submit on our form at
https://apps.health.ny.gov/pubpal/builder/survey/epcr-schematron-implementation-i

Thank you for your cooperation.
