EMS meetings...

Cathi and Josh attended state EMS meetings in Albany last week. At the EMS program agency
meeting, they participated in a certificate of need (CON) class to learn the proper procedures
that EMS agencies need to follow when applying for authorization to operate. Regional EMS
councils are responsible for completing the CON process after an agency submits an
application. Since STEMS works for the Southwestern Regional EMS Council, it will be Cathi
and Josh’s responsibility to help the council with the process if asked.

In Albany, the STEMS staff was told that Governor David Paterson is requiring the state EMS
Council to become more diverse. Each regional EMS council has been asked to take a look at
the population they are representing and make a conscious effort to become more diverse.
Cathi and Josh also learned that all of the state EMS Council’s committees are focusing on
safety. The committees are taking steps to make sure education and training programs are
safer. They are also working to make EMS jobs safer.

The STEMS staff also attended the Southwestern Regional EMS (SWREMS) Council meeting
Wednesday night. The meeting started off with processing a CON for the EMS agency in
Belfast. Cathi and Josh also reviewed last week’s state meetings with the council. The STEMS
staff also polled the SWREMS Council to obtain ideas for an EMS leadership training program.
They plan to use the information to develop their program.

Dr. P. Henri Lamothe, director of the Emergency Department at Olean General Hospital and
medical director for several Olean area EMS agencies, attended the meeting and asked that
STEMS add more information to their Web site. Each month the NYS Department of Health
posts information on the internet about which EMS providers received enforcement
notifications, which means they were disciplined for doing something wrong while working in
EMS. Dr. Lamothe wants STEMS to have a section on their Web site listing the level of each
EMS provider who received a notification and the reason why they were disciplined. He
believes such a list could help education local EMS providers on what they should and shouldn’
t be doing.
