Commitment to our Rural Communities...
I traveled to Albany on Wednesday with representatives from Universal Primary Care (UPC).
The primary focus of the meeting was to secure short-term and long-term funding solutions for
UPC to manage its long-term debt and be viable in the future. Senator Catharine Young
continues to be an extremely strong supporter of UPC and pressed the issue that their needs
were both immediate and long-term and that without funding, an extremely critical primary care
medical need would go unfilled in our service area. We had a very productive meeting. We
met with Senator Young; members of the Senate Finance Committee; Dr. Richard Daines,
Commissioner of the NYS Department of Health, and other NYS Department of Health staff.
We are optimistic that UPC will receive some assistance from the state. I want to thank Senator
Cathy Young for her commitment to our rural communities.

Kids First...
STHCS is alarmed about the trend of childhood obesity, and to help combat the problem we
are holding the Kids First Festival from noon to 3 p.m. on Sunday, March 30, at St.
Bonaventure University’s Reilly Center. Through our partnership with the university’s athletic
department, student athletes will help us offer sports clinics during the event. Other festival
activities include arts and crafts and games for children in grades kindergarten through eight.
A special feature of the event is the Chef’s Challenge. Area chefs have been invited to create
healthy alternative recipes for schools to use in their lunch programs. Children attending the
festival will sample each recipe and vote for their favorite dish.
The Kids First Festival will kick-off our National Child Abuse Awareness Month celebrations.
During the month of April we will conduct various child abuse prevention outreach and
educational activities. We will also educate the communities about the services available
through the Southern Tier Child Advocacy Center.

Revitalization of Nurse Advisory
Cathi and Josh attended the Western Regional Emergency Medical Advisory Committee
(WREMAC) meeting in Buffalo on Wednesday. State and local physicians discussed their
efforts of establishing protocols for Haemostatic dressings, Continuous Positive Airway
Pressure (CPAP) devices; and waveform capnography for live intubated patients.
WREMAC is also working on a temporary policy for ST Elevation Myocardial Infarction (STEMI)
programs. This includes a protocol for ambulance crews to contact their community hospitals
enroute to obtain online medical direction on whether to transport patients directly to a
designated cardiac center.
Dr. Joe Takats, WREMAC Chairman, announced that the committee is considering revitalizing
its nurse advisory committee and its prehospital advisory committee. WREMAC is looking for
nurses from the eight counties of Western New York to serve on the nurse advisory committee.
Anyone interested in serving on the committee can contact Cathi or Josh at 372-0614 or via e-
mail at cathi@sthcs.org or josh@sthcs.org.
